近几年，非洲引起国际社会的空前关注，关注的焦点是贫穷问题。世界各国的民间组织发起声势浩大的援救活动，联合国制定以消除非洲贫困为主要内容的千年发展目标，非洲联盟、欧洲联盟和八国集团一再将非洲贫穷问题摆上重要议事日程。

非洲矿产资源丰富，黄金、钴、铂、铬、锰、钛、钒等贵重金属以及金刚石、铝土、磷酸盐等矿物的蕴藏量均居世界首位。石油和天然气已探明储量分别占世界总储量的百分之8·8和7·9，产量日益增加，非洲已成为世界重要产油区之一。另外，非洲的农业、渔业、森林和野生动物资源也异常丰富。非洲因此被称为“极富开发潜力的资源丰饶的大陆”。

但是，非洲目前又是世界上经济最落后的大陆。在联合国确认的49个最不发达的国家中，非洲占34个。非洲人口占世界总人口的百分之12，但非洲的经济总量仅占世界的百分之一，贸易额仅占世界的百分之2，工业制成品出口则几乎为零。在全世界38个负债最重的国家中，非洲占32个，债务总额逾3000亿美元。非洲国家每年偿还外债的金额约为230亿美元，占其外汇总收入的百分之31。不少非洲国家靠借新债还旧债度日，甚至终年只为偿付外债利息而奔忙。

经济的落后使非洲一直处于赤贫境地，造成严重的社会问题。在过去10年中，非洲贫困人口不但没有减少，反而增加一倍。在8·5亿人口中，目前有3亿每天生活费不足1美元；有两亿受到食品严重短缺的威胁，每年约有800万死于饥馑，占全球死于饥馑人数的四分之三。2004年，在世界上死于疟疾的120万人中，非洲占百分之85；死于艾滋病的310万人中，非洲占百分之75。非洲人，特别是黑非洲人的预期寿命，在世界上最低，从1972年到2003年的30年中，经过短暂时间的增长后，很快就跌破45岁的关口。

辽阔的土地、众多的人口和丰富的资源，同极度的贫穷、严重的饥饿、多发的疾病形成巨大反差。这不但影响到非洲自身的复兴和发展，也影响到全球的发展和稳定，被称为“21世纪全人类需要共同努力解决的一个大课题”。

对非洲贫穷产生根源的解读

非洲的贫穷问题是如何造成的，不同的人有不尽相同的解读。

非洲从16世纪开始遭受欧洲列强的入侵，到19世纪完全被瓜分，从20 世纪50年代才逐步走向独立。非洲的贫穷问题，从根本上说，是殖民主义长期的政治压迫和经济掠夺造成的恶果。现在的问题是，非洲国家独立大多已四五十年时间，人们在讨论贫穷问题时已经较少直接追述欧洲殖民主义的历史罪恶，更多探讨的是现实的种种原因。

一般认为，造成非洲贫穷的主要原因是：不少非洲国家长期内乱和内战，部族对立和冲突，没有比较安定的经济发展环境；很多非洲国家都没有中长期的经济发展战略，即使有，也仅限于落在字面上，基础设施落后，丰富的资源得不到有效地开发和利用；资金和技术设备短缺，人才匮乏，国家管理不善，仅有的资金也得不到合理的使用。

非洲国家更多强调的是，积欠发达国家的债务如山，压得多数非洲国家喘不过气来，再无法谋发展。非盟委员会主席、马里前总统科纳雷认为，沉重的债务负担“已经成为制约非洲经济起飞的核心问题”；非洲发展需要资金和人才，但自己筹措资金有困难，发达国家又以种种借口既不愿投放，更不愿相援，而当地仅有的人才往往又流向发达国家；现行的国际经济和贸易体系不合理，使非洲丰富的矿产资源得不到有效开发，使非洲的农产品丧失在国际市场上的竞争能力。

西方发达国家更多强调的是，非洲国家大多管理不善，没有适合国情的发展战略，有钱用不到刀刃上，造成严重浪费和流失；非洲国家的政府大多很腐败，官员只想捞钱，中饱私囊，不考虑国家和人民的死活。美国总统布什几次公开说，良政和反腐问题不解决，非洲就甭想发展。

非洲的经济近年虽有一定增长，但仍属于中低速恢复性增长。从1995年至2003年，非洲经济平均增长率为百分之3·5，是过去15年的两倍。2004年非洲经济增速是百分之5·1，创1996年以来最高增幅。可是，非洲的外债还在以每年百分之23的速度增长，远远高于经济增长率。因此，同世界其他地区相比，非洲经济的发展还是比较缓慢。联合国秘书长安南在今年7月初举行的非洲联盟首脑会议上指出，在经济发展方面，非洲不仅同发达国家的距离在拉大，同其他发展中国家相比也渐行渐远。按照目前的趋势，非洲要如期实现联合国千年发展计划的目标，看来十分困难。他认为，非洲的贫穷问题不解决，势必拖住整个人类发展的后腿。
